Unified State Statement on President Vladimir Putin’s Invitation to President Volodymyr Zelenskyy

1) We welcome an opening—and demand a full pivot to diplomacy

The Unified State welcomes any credible opening for direct negotiations to stop the killing and move every dispute into a political and diplomatic process. Today, President Vladimir Putin publicly said he is ready to meet President Volodymyr Zelensky—on the condition that Zelensky comes to Moscow—while also warning he would “end [the war] by force” if talks fail. The U.S. President has also signaled interest in facilitating high-level talks and a possible trilateral framework. All parties must now do the impossible: choose talks over fire, and prove with deeds—not just words—that diplomacy is the path.

2) On legitimacy claims and Ukraine’s wartime governance

Russia has repeatedly questioned the legitimacy of President Zelensky due to postponed elections under martial law. Factually, Ukrainian law does suspend national elections during martial law—the Law “On the Legal Regime of Martial Law” and the Electoral Code pause elections to keep basic governance functioning during existential crisis. Parliament has repeatedly extended martial law in 2025. These are the legal contours; they neither absolve leadership of responsibility nor license permanent emergency. We reaffirm our long-held position: concentration of power must give way to transparent re-balancing of institutions, a clear off-ramp from martial law, and a credible path back to elections when security conditions allow.

3) On the meeting venue—and our call to meet now

Kyiv has stated that Moscow as a venue is knowingly unacceptable, noting that at least seven countries (including Austria, the Holy See, Switzerland, Türkiye and Gulf states) are ready to host a leaders’ summit. We acknowledge those security and symbolism concerns—and still, we insist: stop hiding behind location debates. If a neutral site can be agreed swiftly, choose it. If not, meet anywhere—and prove to the world that saving lives outranks optics. The Unified State therefore urges President Zelensky to accept a format that gets you in the same room immediately—and we welcome President Trump’s accompaniment to enhance safety and verification.

As Founder of the Unified State, I, Michael Tulsky, offer my own presence. I do not need publicity, credit, or cameras. If my presence helps, I’m ready to attend the meeting incognito, solely to increase President Zelensky’s sense of safety and accelerate a deal. I will not hide behind excuses while people are being killed. I will travel wherever peace can be signed—Moscow, Vienna, the Holy See, Ankara, Doha, even the North Pole—or into orbit, if that’s what it takes. The priority is simple: end the bloodshed now.


Operating principles for an immediate leaders’ meeting

  • No pretext stalling: Announce a date and venue within days; empower teams to draft a narrow, life-saving first package (ceasefire mechanisms, civilian protection, POW release, energy and grain safeguards).
  • Venue flexibility, zero excuses: Soldiers face mortal danger without “perfect conditions”; leaders must accept imperfect conditions to stop the dying.
  • Legal reality + democratic horizon: Pair any ceasefire/settlement track with a sequenced roadmap that restores institutional balance and returns to elections when security is credible.

I will stand with any leader who chooses courage over comfort, dialogue over delay. My seat is reserved next to those who step forward to peace, not back.
