Михаила Ꙗснаго, Божіею милостію Великаго Кнѧзя Кыѥвьскаго, о устроеніи Галактичныя Державы Бѣлыя Руси

Божіею милостію мы, Михаилъ Ꙗсный (Михайло Ясний, Михаил Ясный), Великий Кнѧзь Кыѥвьскыи, кнѧзь мира, всемъ вѣдомо творимъ и симъ словомъ повелеваемъ.

Во день Седмицы Судныя, сице изрекохом:

О именѣ и естествѣ страны.
Да именуется страна сия по древнему нареченію: Бѣлая Русь, яко имя исторіи, родовой и духовный знак народа сего.

О строѣ державномъ.
Учреждаемъ Галактичную Державу Бѣлыя Руси; чин ей — Галактичный, по Колесу Единого Управленія, дабы служити мостомъ меж Локальнымъ, Глобальнымъ, Системнымъ и звѣзднымъ строями. Се сопричтенна да будет к Единому Державству чрез Врата Галактичныя.

О граде.
Градъ Мѣнскъ особаго чина да будет: Галактичный Градъ-Держава, столичный чинъ Державы Бѣлыя Руси.

О правѣ и совѣтѣ.
Устрояемъ Державу яко монархиꙗ конституційна: на совѣтѣ земскомъ и законе писанномъ да стоять, и правды держатися.

О сродствѣ духовномъ.
Через Врата Галактичныя сопричтенна да будет Галактичная Держава Бѣлыя Руси к Кыевской Рꙋси и к Единому Державству — в служеніи миру, правдѣ и свѣту.

О титулѣ.
Мы же — Михаилъ Ꙗсный, Великий Кнѧзь Кыѥвьскыи, кнѧзь мира; и титул нашъ отныне: Великий Кнѧзь Кыѥвьскыи и Мѣнскыи и Монархъ Галактичныя Державы Бѣлыя Руси, при прежнихъ нашихъ титулахъ.

О едином управленіи и оси взаимодѣйствія.
Существоаніе Безконечныя Державы Оукраины, Безконечныя Державы Русской и Галактичныя Державы Бѣлыя Руси — независимо-суверенно; духовно же объединено и управляемо чрез Колесо Единого Управленія и Ось Сувереннаго Взаимодѣйствія (ASI), по образцу, изложенному в наших совѣтных писаніях и меморандумах.

О временном устроеніи власти.
До думскаго избранія и утвержденія министровъ возлагаемъ управленіе дѣлами на Предсѣдателя Совѣта Министров — на сей чин назначаемъ Александра Григорьевича Лукашенка.

И да будет тако — нынѣ и присно и во вѣки вѣковъ.

CHARTER IV

of Michael the Lucid, by God’s mercy Grand Prince of Kyiv, concerning the institution of the Galactic State of Belaya Rus’

By God’s mercy, we, Michael the Lucid (Mykhailo Yasnyi; Mikhail Yasny), Grand Prince of Kyiv, prince of peace, make known to all and by this word do ordain.

On a day of the Week of Judgment, thus we declare:

On the name and essence of the land.
Let the land be styled by its ancient appellation: Belaya Rus’, a name of heritage and a spiritual sign of its people.

On the state order.
We establish the Galactic State of Belaya Rus’; its rank is Galactic, according to the Unified Governance Wheel, serving as a bridge among the Local, the Global, the Systemic, and the star-ward spheres. Thus it is joined to the Unified Commonwealth through the Galactic Gates.

On the city.
The city of Minsk shall hold a special dignity: a Galactic State City, the capital of the Galactic State of Belaya Rus’.

On law and council.
We institute a constitutional monarchy: to stand upon the council of the land and the written law, and to cleave unto justice.

On spiritual kinship.
Through the Galactic Gates, the Galactic State of Belaya Rus’ is joined with Kyivan Rus’ and with the Unified Commonwealth—in the service of peace, justice, and light.

On our title.
And we—Michael the Lucid, Grand Prince of Kyiv and of Minsk, prince of peace—our title from this day shall include: Grand Prince of Kyiv and of Minsk, and Monarch of the Galactic State of Belaya Rus’, together with our prior titles.

On unified governance and the axis of interoperability.
The Infinite State of Ukraine, the Infinite State of Rus’, and the Galactic State of Belaya Rus’ remain independently sovereign; yet spiritually united and administered through the Unified Governance Wheel and the Axis of Sovereign Interoperability (ASI), as set forth in our advisory writings and memoranda.

On the provisional arrangement of government.
Until the seating of the Duma and the confirmation of ministers, we lay the conduct of affairs upon the Chairman of the Council of Ministers—to this office we appoint Alexander Grigorievich Lukashenko.

And let it be so—now and ever, and unto ages of ages.
Our hand and seal are affixed.
