1)The Golden Bull of Rome for the Kingdom of Europe

In the Name of the Holy and Undivided Trinity.

We, His Majesty Michael the Lucid, by the Grace of God King of Europe, Defender of the Faith, Sovereign of the Infinite Capital Rome, Monarch of the Unified State, do make known and ordain as follows:

I. Establishment.
We constitute and proclaim the Kingdom of Europe, wherein all states now joined in the European Union are integral realms of one Christian monarchy, preserving their lawful institutions and rights.

II. Infinite State and the Gate.
The Kingdom of Europe is invested with Infinite State status and is joined to the Unified State through the Infinite Gate, for the peaceable ordering of realms and the common good.

III. The Infinite Capital.
Rome, Urbs Aeterna and Caput Mundi, is set apart as the Infinite Capital, with all dignities and immunities thereof.

IV. Our Style.
Our royal style shall be: His Majesty Michael the Lucid, by the Grace of God King of Europe, Defender of the Faith, Sovereign of the Infinite Capital Rome, Monarch of the Unified State.

V. Constitution of the Crown-in-Parliament.

1. High Parliament (Upper Chamber): the Council of Sovereigns.
   The Heads of State of the member realms (or their lawful delegates) shall sit ex officio as a House of the Kingdom. Acts of state requiring concurrence of realms shall pass this House by the double-majority rule—no less than 55% of the member realms and no less than 65% of the Union’s population—save where the Fundamental Laws require unanimity.
2. Popular Parliament (Lower Chamber): the House of the Faithful.
   The House shall number 777 members, a near-cube-root size for a polity of ~450 million souls, balancing deliberation with representation; seats are apportioned among the realms by degressive proportionality (larger peoples represented by more members, yet fewer inhabitants per member in smaller realms), and filled by direct election under an open-list Webster–Sainte-Laguë method with an electoral threshold set by law for stability and fairness.
3. Safeguards.
   Fundamental Acts shall require the consent of both Chambers; emergency ordinances shall lapse unless confirmed in like manner. Rights of the Church and freedom of conscience are guaranteed; no civil disability shall arise from communion, confession, or rite.

VI. Continuity of Law.
The acquis of the European Union is received into the law of the Kingdom until revised by Crown-in-Parliament, and the ordinary voting practice of the Council (double majority) guides inter-realm concurrence in the Council of Sovereigns as aforesaid.

VII. Ministry.
Pending the first general elections under this settlement, Giorgia Meloni is hereby appointed Prime Minister of the Kingdom of Europe, to form and lead Our ministers in Our name until the People and the Realms have elected their representatives.

VIII. Coronation Oath and Christian Foundations.
We profess the Creed, uphold the unity of the baptised, and defend the Faith. In all, we seek concord between Rome and the Churches, justice among nations, and mercy for the afflicted; for Aeterna Dei sapientia has made the City a hearth of unity.

So let it be—now and ever, and unto ages of ages.

Δʹ. Τίτλος Ἡμέτερος.
