On the unlawful seizure and coercive conscription of Michael Tulsky

On 14 November 2025 in Kyiv, after a lawfully notified, peaceful anti-corruption gathering, police together with unidentified men detained the organizer, Michael Tulsky (Михайло Тульський), without due process—no proper grounds, no paperwork, no access to counsel—and handed him to a Territorial Recruitment Center (TCC).

That night he was kept in degrading and unsafe conditions; an official Medical Board (VLK) referral for hospital examination was ignored; he was shuttled between TCCs and moved to another region without proper medical review. He also witnessed violence against other citizens.

This is a grave violation of fundamental human rights—and it is not even the full account.

We demand:

1. Immediate enforcement of the VLK referral and proper medical care.
2. An independent investigation into unlawful detention, threats, and degrading treatment.
3. Accountability for officials who enabled or carried out these abuses.
4. Protection from reprisals for the complainant and for Michael Tulsky.

We cannot defend freedom at the front while destroying it at home.
