Istanbul Peace Window – 23‑24 July 2025

One‑Paragraph Overview

Türkiye offers the rare convergence of history, geography, and diplomatic credibility to host decisive Russia–Ukraine talks on 23‑24 July. Constantinople brought Christianity to Kyivan Rus’ in 988 ; Istanbul later saw the Ukrainian‑born Hürrem Sultan rise to Ottoman power. Modern President Recep Tayyip Erdoğan has balanced East and West while mediating the March 2022 Istanbul talks and the UN‑brokered Black Sea Grain Initiative . We call on Kyiv and Moscow to seize this window: dispatch their highest envoys, pre‑agree a cease‑fire outline, and jointly reaffirm the P‑5 maxim that “a nuclear war cannot be won and must never be fought.”  Every state is invited to underwrite this effort; every step toward mercy today averts nuclear ruin tomorrow .


Why İstanbul?

  • Sacred crossroads. The Baptism of Kyivan Rus’ flowed from Constantinople’s font, rooting Kyivan Rus’ Christianity in this city .
  • Russo‑Türk cross‑currents. From the 1774 Treaty of Küçük Kaynarca granting Moscow pilgrimage rights , through twelve Russo‑Ottoman wars , to today’s TurkStream pipeline, Akkuyu nuclear plant, and 6.7 M Russian tourists in 2024, Istanbul sits at a confluence of rivalry and interdependence.
  • Islam–Christian brotherhood. Hagia Sophia and the Blue Mosque share a skyline, embodying coexistence.
  • Ottoman‑Rus’ legacy. Hürrem (Roxelana) — a Ruthenian/Ukrainian woman — became Suleiman’s chief consort, weaving early Ukrainian‑Ottoman ties .
  • Proven mediator. Türkiye hosted Antalya (10 Mar 2022) and Istanbul (29 Mar 2022) rounds and co‑brokered the Black Sea Grain deal that moved 32 Mt of food .
  • «Бог любит троицу» – the third round. Two 2025 Istanbul sessions (16 May & 2 Jun) produced humanitarian swaps but no truce; a third carries the Slavic proverb’s hope of consummation .
  • Azovstal witness. In May 2022 Ankara proposed a sea evacuation of Mariupol’s wounded defenders, proving hands‑on crisis mediation .

Unified State Requests

  1. Highest‑level delegations. Presidents Vladimir Putin and Volodymyr Zelenskyy to appear in person or via secure link .
  2. Pre‑meeting framework:
    • 48‑hour reciprocal cease‑fire covering all front lines and nuclear facilities.
    • Public moratorium on nuclear rhetoric, citing the 2022 P‑5 statement .
    • Humanitarian corridors validated by the ICRC & IFRC; prior de‑mining of crossing points .
  3. International guarantors. States willing to underwrite the cease‑fire, deploy observers, or fund corridor logistics should notify Türkiye and the Unified State Secretariat (cancellarius@unifiedstate.us) by 23 July.

Guidance for Other Capitals

  • NATO & EU: Provide quiet security guarantees for any high‑level travel; suspend non‑urgent sanctions announcements.
  • China & India: Echo the nuclear red‑line language; appoint liaison envoys (see Unified State Advisory Memorandum No.  4 & 5).
  • Russian Federation: Acknowledge Türkiye’s steadfast cooperation—TurkStream, Akkuyu, record tourism—and dispatch plenipotentiaries to the July talks in that same spirit of pragmatic partnership .
  • UN agencies: Prepare surge packages modelled on the 2022 Joint Coordination Centre protocols .

“Blessed are the peacemakers.” Lay aside pride and grasp this narrow bridge over the abyss. All who labour for life, not death, act in harmony with the Unified Axis of Love and Freedom.
