How the Axis of Sovereign Interoperability lands on real ground: one city, seven spheres, sovereignty shared by function — never divided by line.

Memo 11 names Jerusalem a Special "Infinite-State City" — a demilitarized Holy Basin with shared functional competences, guaranteed holy-site access under existing custodianship, integrated professional policing, an independent Verification Mission with public dashboards, and a ring-fenced Jerusalem Peace Endowment whose funds unlock only when access, safety, and service metrics are met. I · The Premise

Nobody loses the city; every function finds its sphere.

Inside the Holy Basin, neither party exercises exclusive sovereignty. Competences are allocated by domain — heritage, access, policing, municipal services, taxation — supervised by a Joint Board and an independent Verification Mission. The statute sets the ends; the ASI supplies the means. And the name is exact: the city is anchored in the Infinite sphere — the foundational covenant of dignity, sanctity of life, and access to the sacred — which is why an Infinite-State City can be shared without being split.

LINEAGE — UNGA 181's corpus separatum: a lawful tradition of special international regimes for this city, modernized without re-litigating 1947 boundaries.
CUSTODIANSHIP — Israel–Jordan Peace Treaty Art. 9: Jordan's special role in Muslim holy shrines; freedom of access; the status quo at the holy sites preserved under Waqf administration, secure access to the Western Wall guaranteed.
PRECEDENT — the Brčko District: neutral, demilitarized, function-specific administration under international supervision — the institutional analogue.
ENFORCEABILITY — pacta sunt servanda and VCLT Art. 60: good-faith performance, with material breach opening lawful suspension — the legal basis of snap-back.
MODELING — treating Jerusalem as a shared special-status city raised the modeled probability of durable regional peace by ~10 percentage points versus zero-sum sovereignty contests.
II · The Wheel Over the City

III · The Statute — Unfolded

Four operative chapters.

The Holy Basin — the Old City and immediate environs — is designated a demilitarized, functionally administered special zone. Neither party exercises exclusive sovereignty; competences are allocated by domain and supervised by the Joint Board and an independent Verification Mission.

Exact cadastral lines are deferred to a technical annex formed with all parties — the drawing here is doctrinal, not territorial. Non-derogation: nothing prejudices final-status claims outside the zone.

The Jordanian Waqf, with church custodians, continues day-to-day site administration; Israel guarantees secure access to the Western Wall; the status quo on prayer at Haram al-Sharif/Temple Mount is maintained. Crisis procedures and incident review are codified in advance.

A tri-faith International Holy Sites Council — equal Jewish, Muslim, and Christian representation, Jordan's custodial role recognized — administers shared access and de-confliction; its sacred calendar becomes the city's shared clock.

A Unified City Protection Unit of mixed composition under a neutral commander: unarmed crowd managers backed by armed quick-reaction policing, body-worn cameras, independent incident review. Weapons-light rules; no uncoordinated raids inside the zone; hot pursuit hands off at marked interfaces so sovereignty flashpoints never ignite.

A City Statute Court with a mixed bench and international assessors resolves statute disputes; religious jurisdictions keep intra-faith personal-status matters. Proportionality scoring and graduated remedies run under ASI Annex III.

Joint Municipal Services deliver water, waste, transport, and zoning through a Joint Authority with audited procurement — the city works the same for everyone who lives in it.

The Jerusalem Peace Endowment: a ring-fenced, performance-linked fund backed by diversified donors. Disbursements tie to verified compliance — access uptime, incident severity, service continuity, trust indices. Money moves only on proof; the simulator below is that clause, working.

This is the mechanism that makes the statute enforceable rather than aspirational. Move the city's four published metrics and watch the Verification Mission's dashboard respond: all green certifies a safe baseline and unlocks a JPE tranche; degradation holds funds; a red breach arms the snap-back — automatic reversion to the last certified safe baseline (DPARC), lawful under VCLT Art. 60.
