II · The Record Behind the Scenarios
Patterns, not hypotheticals.
Each scenario abstracts a documented pattern from the city's recent record — held here without attribution of blame, exactly as the statute holds them:
S1CALENDAR CONVERGENCE — in spring 2022, Ramadan, Passover, and Easter fell together; crowd pressure met scheduling. The IHSC sacred calendar (ASI-C1) turns that collision into choreography.
S2GATE FLASHPOINT — the 2021 pattern: evening gathering-point restrictions at a city gate escalating into nightly clashes. The statute's answer: unarmed crowd managers first, cameras always, review published.
S3GRID FAILURE — the Old City's aging utilities under summer load. Joint Authority dispatch under System-sphere standards; service continuity is a treaty metric, not a complaint line.
S4HERITAGE EMERGENCY — 15 April 2019: fire at the Marwani prayer hall the same evening Notre-Dame burned. Conservation is emergency infrastructure; the E4PC protocol treats it so.
S5UNCOORDINATED RAID — the recurring breach pattern the zone exists to end. Hot pursuit must hand off at the marked interface; when it does not, snap-back is law, not anger.
Two rules make the whole drawing work: every response is proportionate and filmed, and every consequence is automatic and reversible to the last certified safe baseline. Institutions absorb the shock so the streets don't have to.
