A theory that cannot fail is not science — it is decoration. Here are the four places where the ASI can fail, drawn precisely and running live, with the standing invitation: make them fail.

I have shown you the machine working. A fair witness now asks to see where it breaks. This annex publishes the four known failure modes of the Axis of Sovereign Interoperability — not as confessions but as testable claims. Each instrument below runs the failure, states the observation that would refute the design, and ends with the question I cannot close alone. This is what makes the ASI a scientific instrument rather than a creed: it forbids specific outcomes, and you can check whether the forbidden happens. The axis holds because it is tested.
Flag I · Goodhart's Law — The Gaming of the Measure
When the metric gates the money, the metric becomes the target.
Two trails: the dashboard (ink) and the ground truth (colored). Raise the gaming pressure γ — effort flows into looking compliant instead of being compliant, and the trails diverge. The gap Δ is invisible on any dashboard by definition; only an independent audit discloses it. Fire one and watch the reconciliation. The whole verification layer lives or dies on how expensive γ is and how often audits land.

FALSIFIED IF —the gap Δ can grow without bound between audits at achievable gaming cost. The design demand: audit cadence τ and tolerance must satisfy γ·τ ≤ Δmax, with sensors the parties cannot capture.
OPEN QUESTION —what architecture makes γ expensive? Rotating third-party audits, adversarial red teams, citizen ground-truth sampling, sensor diversity — how would you compose them, and who audits the auditors?
Flag II · Phase Slips — Diplomacy Is Not Continuous
The lock must survive noise and rare meetings.
The alignment drawing assumed continuous coupling. Real diplomacy couples in pulses — summits, councils, reviews — through noise that never rests. Here the rings receive their coupling only at the cadence you set; between kicks, noise σ works to tear them apart. Watch a ring slip its phase and the re-lock that follows: that is what a remediation window is. Stretch the cadence until lock fails — you have just measured the statute's minimum meeting frequency.

FALSIFIED IF —no achievable cadence holds lock under realistic noise — if r cannot stay above threshold at any meeting frequency institutions can sustain, the alignment claim fails as governance, however true as mathematics.
OPEN QUESTION —what is the maximum τ at Jerusalem's real σ? And should kicks be scheduled by the sacred calendar itself — coupling timed to the phases the city already keeps?
Flag III · Trust Hysteresis — One Breach Costs Years
Trust builds linearly and breaks discontinuously.
The ribbon is trust, growing slowly toward its ceiling. Press BREACH: the cliff is instant, and the rebuild is a long climb — the loop never closes for free. Meanwhile the mechanism's threshold moves: snap-back credibility scales with trust, so the required endowment weight λreq = λ*·(t₀/t) rises exactly when trust falls. If λreq climbs above what donors ever funded, cooperation stops being dominant precisely when it is most needed — the mechanism goes underwater at the bottom of the loop.
FALSIFIED IF —post-breach cooperation collapses even with λ compensation — if no fundable λ restores dominance at realistic trust floors, the incentive layer is refuted and the mechanism must be redesigned, not refinanced.
OPEN QUESTION —should λ be trust-indexed by statute — an automatic multiplier that rises as trust falls, pre-funded like disaster insurance? Who carries that reserve, and what stops its own moral hazard?
Flag IV · Legibility vs. Aesthetics — The Peel Test
A dashboard you cannot peel is a painting.
Mathematics makes the system legible; legibility creates common knowledge; common knowledge is what makes compliance self-enforcing. But the same beauty can aestheticize — a sealed dashboard admired instead of verified. So this annex ends by letting you do the one thing a painting forbids: peel it. Slide the surface away and the aggregates dissolve into raw custody events. Tap any point to read its chain. The rule: every pixel of the dashboard must open to raw evidence within two gestures.

OPEN QUESTION —what must remain public as raw stream — not aggregate — for honesty, and what must remain aggregated for privacy and safety? Where exactly is that line in a holy city?

VECTOR 1 · ASYMMETRIC PATIENCE
The threshold λ* = 2/7 assumes both parties weigh the future equally. They never do. The impatient party sets the price of peace.
