The source is Unified State Advisory Memorandum No. 7 — Roadmap to Ceasefire and Lasting Peace in Ukraine, Draft V4. Its July 2025 setting, attributed positions and proposed institutions remain part of that retained edition. The atlas does not update the draft into a current agreement or claim to speak for the people affected.
A vocabulary for a difficult transition
The reviewed enrichment contributes 109 Carrier entries. The atlas places those concepts alongside existing vocabulary to express connections among cessation, security guarantees, political choice, reconstruction and accountability. Sixteen thematic facets and twelve explicit comparisons make the author’s choices visible.
Each selected concept opens to show its definition, exact checked reference and, where applicable, the source passages supporting its use. The sixteen section frames keep the larger document within reach, including all five annexes and the separate G2 security-guarantees matrix.
Four priorities, each with a limit
Protection through disagreement asks whether cessation, return, essential services and nuclear-site safety survive a stalled process. It also asks what access, resources and authority would make those protections practical.
Credible reciprocal restraint asks whether participants can observe performance and rely on promised support when a party—or a guarantor—fails. A dependable clock still needs sound evidence and a legitimate consequence.
Sovereignty and free choice asks whether temporary arrangements preserve meaningful political choice, including participation by displaced people. A provisional fact of control, legal recognition and a freely authorized settlement remain different questions.
Accountability and authority asks who may exercise each proposed power and how truth, repair and individual responsibility remain distinct. A percentage target cannot determine a person’s guilt, and naming a tribunal does not establish its jurisdiction.
These are overlapping authored perspectives. The atlas includes their reasons and limitations so a reader can question the emphasis, propose another organization, or disagree with the synthesis while understanding exactly what it says.
The unsettled wording stays visible
The 35 source-review questions are part of the tool. One concerns an affirmative vote to activate sanctions compared with a later rule that activates them unless a qualified vote blocks them. Another concerns the main text’s conditional neutrality pledge beside a later schedule of prohibited, permitted and conditional activity.
Other questions examine the continuation of a ceasefire, access for displaced voters, the privacy of polling evidence, justice timing, the authority behind proposed institutional fallbacks, and the effects of pausing benefits. The atlas preserves the source wording instead of silently resolving these choices. Different provisions may govern different actors, objects or stages; a difference is not automatically a contradiction.
The structured reading has a visible form

The USL1 expression uses 163 distinct checked concepts in 243 actual concept-token positions. CVP2 carries the expression through exact RGB24 values. Local recovery reproduced the packet and expanded expression with exact bytes.
The image carries a proposed overview and its context. The retained Word document and frozen lexical files are separate receiver dependencies. A receiving AI’s independent reading is the next experiment; this public tool does not claim a new external result.
Checked vocabulary, open interpretation. The 109 selected enrichment records retain their reviewed source selections. The 37 selected applications of older checked definitions remain separately identified AI proposals. Dictionary status does not establish political consent, legal authority or agreement with the complete reading.

Definitions, selected quotations, review questions and the exact transport image are included in the standalone HTML, so its core reading can remain available as a saved file.
For a fresh receiving experiment, keep this sender interpretation separate until the receiver’s answer has been recorded. For public exploration, the invitation is to inspect the proposed connections and show where a clearer distinction or traceable revision would help.
