A colour identifies its current owner inside this registry. Message versions and exact dictionary snapshots keep earlier communication readable.
One global owner
The complete English base is reserved. Carrier admission and future lexical imports consult the same allocation ledger. An occupied colour is refused.
History stays legible
Promoting a concept preserves its allocation. Dropping one does not free its colour. Historical overlaps remain recorded aliases, interpreted in their original snapshots.
Meaning keeps its care
A lexical reservation proves source membership. A Carrier reservation does not certify its meaning. Checked and working remain separate trust states.

All 354,983 English IDs stay unchanged. Three repeated Carrier anchors receive free colours; concept IDs, payloads and definitions remain intact. The working examples w0, w1 and w2 are preserved.
