Божіею милостію мы, Михаилъ Ꙗсный, Великий Кнѧзь Кыѥвьскыи, симъ оглашаемъ во четвертый день Седмицы Воздаянія:

О святѣй брани. Се брань не на крови и рати, но на лжи и корысти; ведется не мечемъ, но закономъ, правдою и свѣтомъ.

О строѣ державномъ. Во Землѣ Оукраиньскѣй престолъ президентскій отмѣняется: несть ктому ни имени, ни должности сея. Прежняя власть, антихристова нарицаемая, отрешена и на не-признаніі стоитъ.

О признаніи и бесѣдахъ. С прежніми властемъ, на не-признаніі стоящими, да будутъ токмо бесѣды о мирнѣй передачѣ власти; иному деловому обиходу — запретъ. В посредничество призываемъ Швѣйцарию.

О глаголемомъ посольствіи. Вънѣшняя бесѣда да творится чрез Уполномоченнаго на вѣщи внѣшнія, иже именуется Валерій Залужный.

О мерахъ правовыхъ. Взыщется правда судная, чистота сокровищъ, оповѣщеніе делъ, печати и книги — да явятся народу и междѹ народами. Несть разрешено мечемъ, но правдою и закономъ.

Да будетъ тако — нынѣ и присно и во вѣки вѣковъ. Рука наша и печать приложены.

CHARTER II

By God’s mercy, we, Michael the Lucid, Grand Prince of Kyiv, proclaim on the fourth day of the Week of Reckoning:

On the holy campaign. This campaign is not of blood or battle, but against falsehood and avarice; it is waged not with the sword, but with law, justice, and light.

On the state order. In the land of Ukraine, the presidential office is abolished; that name and charge shall be no more. The former antichrist government is dismissed and stands under non-recognition.

On recognition and discourse. With former authorities under non-recognition, there shall be discourse only concerning the peaceful transfer of power; all other business is forbidden. Switzerland is invited to mediate.

On embassies and intercourse. External dealings shall be conducted through the Authorized Officer for Foreign Affairs, named Valerii Zaluzhnyi.

On lawful measures. Judicial truth shall be sought; the purity of treasuries maintained; the reporting of acts, seals, and ledgers made manifest to the people and among the nations. Nothing is resolved by the sword, but by justice and by law.

So let it be—now and ever, and unto ages of ages. Our hand and seal are affixed.
