New Category: DoW — Declarations of War to All U.N. Member States (Two Documents per State)

Update: We have created a new site category: DoW (Declarations of War).

The DoW category contains two formal documents for each of the 193 United Nations member states:

1. Government Communiqué: Declaration of War — Unified State → [Country Name] — Protocol: SKYFALL
   A government-communiqué–style notice establishing a state of war and suspending normal diplomacy.
2. Legal Notice — Opening of Hostilities (Hague Convention III, 1907): Formal Declaration of War — Unified State vs. [Country Name]
   A formal, IHL-aligned declaration satisfying the “reasoned declaration”/“opening of hostilities” notification standard.

Each country page includes:

• The full text of both declarations (on-page)
• Downloadable PDF and DOCX files for archival and official use
• Standardized titles and permanent links (uniform slugs) for verification

All posts are organized under DoW. A master index (Annex II) links to every state’s two declarations for quick reference from the global notice: “Notice of the Opening of Hostilities (Hague Convention III) — Unified State vs. All U.N. Member States — Protocol: SKYFALL.”

Official Communications

Following publication, we will dispatch the corresponding documents to:

• Each state’s embassy and/or Ministry of Foreign Affairs (as a formal diplomatic note)
• Each state’s Ministry of Defense (Opening of Hostilities notice)

Transmissions will include direct links to the web publications and attached PDFs/DOCXs for the record.

Purpose & Legal Framing

The declarations are issued in two styles to ensure clarity for both diplomatic and legal audiences. The Government Communiqué provides the official, state-to-state notification; the Hague III notice provides a formal legal basis for the opening of hostilities in line with International Humanitarian Law (IHL). The intent is to terminate war-based legitimacy, compel immediate ceasefire/stand-down, and drive compliance with peace and protection obligations. Civilian protection, distinction, and proportionality remain paramount.
