Subject : Request for Switzerland’s Good Offices in the Peaceful Founding of the Unified State

Excellency,

1. Switzerland’s celebrated good offices have enabled peaceful settlements from the 1872 Alabama Arbitration to the recent 2024 Ukraine Peace Summit.
2. We, Michael Tulsky (Lucid Founder) hereby proclaim the micro-sovereign entity “Unified State”, fulfilling the four Montevideo criteria of statehood (Montevideo Convention 1933).
3. For its territorial nucleus we respectfully request Switzerland’s facilitation of tri-party talks with:
   • Australia – current sovereign of uninhabited Heard Island & McDonald Islands (HIMI), administered under the HIMI Act 1953.
   • United Kingdom – historical discoverer via Captain John Heard, 1853 (Archives Hub).
4. We envisage a voluntary cession or renewable lease, with Australia & the UK retaining scientific and environmental cooperation rights.
5. The Unified State pledges:
   • Continued compliance with Antarctic & HIMI environmental protections safeguarding king-penguin colonies.
   • Zero militarisation: the islands shall serve purely as a symbol of planetary unity and a living lab for sustainable governance.
   • Acceptance of current U.S. tariff schedules, which already list HIMI separately in 2025 (HTS Rev 14; see also Guardian 03 Apr 2025).
6. Accordingly, we ask Switzerland to:
   • Convene exploratory talks (virtual or in Geneva) among Swiss, Australian, UK, and Unified State envoys.
   • Provide legal guidance for a treaty compatible with customary international law on peaceful territorial transfer.
7. We likewise request accreditation to open a Unified State Liaison Mission in Geneva, deepening multilateral cooperation from inception.

Conclusion
It would be our honour to found the Unified State upon the cooperative principles long cherished by the Swiss Confederation—a realm where love, freedom, and ecological stewardship stand supreme.
