Unified State • Advisory Memorandum
Kyiv | Washington • 14 July 2025 – 18:30 EEST (UTC +3)
The Unified State welcomes and endorses the United States’ declared intent to provide Ukraine with sufficient range and density of defensive capabilities to shield its people and territory from unlawful attack. We further acknowledge the complementary economic-deterrence instrument of a provisional 100 percent tariff schedule should the aggressor decline genuine peace talks.
We commend Washington’s readiness to pair new systems—including advanced interceptors and extended-reach missiles—with rigorous safeguards and transparent coordination among allies. Such steps are stabilising, not escalatory: they reinforce the UN Charter’s Article 51 right of self-defence and help deter further aggression while diplomatic channels pursue a just peace.
Today’s decision also re-affirms a principle shared across civilisations: nuclear intimidation must never dictate the security choices of free nations. As the International Committee of the Red Cross notes, “the catastrophic humanitarian impacts of nuclear weapons are beyond the capacity of any humanitarian organisation to address effectively.”
Accordingly, the Unified State:
- Expresses full solidarity with the American people and their leadership as they shoulder this responsibility.
- Urges all partners—especially major non-Western powers—to recognise that credible, proportionate deterrence is the surest path to preventing the unthinkable.
- Invites immediate humanitarian coordination, proposing the creation of a Kyiv–Geneva Red Cross / Red Crescent Nuclear-Risk Working Cell to map evacuation corridors, pre-position burn-care and CBRN kits, and harmonise public-alert protocols while negotiators work toward de-escalation. (See IFRC technical guidance here.)
We stand ready to assist every actor of goodwill in translating today’s commitment into lasting regional and global security.
