Unified State Advisory Memorandum No. 7

In continuation of Unified State Advisory Memoranda Nos. 1–6, please find attached Advisory Memorandum No. 7 – “Roadmap to Ceasefire and Lasting Peace in Ukraine”, prepared ahead of the Istanbul talks (23–25 July 2025).

Action requested:

  1. Acknowledge receipt.
  2. By 25 July, 18:00 EEST: Deposit your delegation’s ceasefire pledge and nuclear‑rhetoric moratorium text with the Turkish facilitators.
  3. Nominate liaison/guarantor representatives (Joint Verification Commission, humanitarian & reconstruction points of contact).
  4. Indicate readiness to participate in the Kyiv–Geneva Nuclear‑Risk Working Cell, the Reconstruction Fund mechanism, and the snapback/snap‑forward enforcement framework.
  5. Share any constraints or preferred modalities for data exchange, monitoring access, or public reference.

The memorandum’s Executive Summary (1 page) is included for quick reference. Full annexes (Enforcement Matrix, Justice & Accountability sequencing, etc.) are in the main text.
