The Unified State announces the publication of the ASI Instrument Suite — five interactive instruments giving full operative expression to the Axis of Sovereign Interoperability set out in Advisory Memorandum Nº11, Roadmap to Ceasefire and Lasting Peace in Gaza and the Region.

The Suite is addressed to diplomats, state-crafters, negotiators, verification professionals, scholars, and citizens. Its purpose is orientation: to render the Memorandum’s mechanisms — shared functional competences, verify-to-unlock financing, graduated remedies, and reversion to certified baselines — visible, operable, and checkable by any reader, without specialist tooling.

The Suite comprises five annexes, published at the following addresses:

All instruments are schematic. No drawing in the Suite is a map; no geometry expresses, prejudices, or derogates from any territorial claim, final-status position, or the established status quo at the holy sites. Cadastral and jurisdictional definition is reserved, in full, to the parties and to the technical annexes contemplated by the Memorandum.

The Unified State draws particular attention to Annex V. A framework offered to the international community must state the conditions of its own failure, or it asks for faith rather than assessment. Annex V therefore publishes the Suite’s four known failure modes — metric capture, coupling discontinuity, trust hysteresis, and the aestheticization of legibility — together with the observations that would refute the design. The axis holds because it is tested.

Accordingly, the Unified State invites states, institutions, universities, verification bodies, and private persons to examine the instruments, to attempt their refutation, and to communicate findings through the Statements channel. Substantiated refutations will be published alongside the Suite with the same prominence as the claims they test.

The Suite is offered in continuation of the Memorandum’s object and purpose: that what was governed by force may be governed by form; that sovereignty may interoperate without dissolving; and that the instruments of peace be owned by everyone they concern. Not one above, but one through.
